A scrub is not the same thing as a noob. In Street Fighter terms, a scrub is willfully ignorant. A scrub makes their own set of rules to play by, which in turn makes them a lesser player. They lose, then blame everyone else but themselves.
People who use terms like 'scrubs' and 'noobs' put me off competitive gaming. For what it's worth, I've heard the term 'scrub' used in Gears of War as well, not just Street Fighter.
