DX 11 Rip off or leap foreward?????

I read this on Kotaku http://kotaku.com/5027826/gfw-live-goes-free-directx-11-unveiled  And i was thinking. Is this gonna be like dx10 all over (crappy) or do you peplz think they will get it right and move us foreward a bit?

....a new API doesnt have to be a leap forward, especially when, in the article you posted, it is confirmed that it is compatible with older hardware.

Either it will completely replace dx10 and dx9 and become a new standard, or it will be ignored like dx10. I haven't seen any developers who are enthusiastic about dx10 let alone dx11.
