European Police/Cop Video game Quick Look/Video

Hey duders. I was randomly thinking of a quick look or some other video that was on the site where the game was based on police cars driving. I remember a mini map, trying to run into buildings, and I am pretty sure Jeff was playing, but I can't remember for the life of me who else was there. Does any of this ring a bell to anyone?

Alright, so it wasn't crash time, but it looks very similar to it. The video I'm remembering had more driving in a city.
