Having trouble starting Steam offline

I'll be without Internet for a couple days and am trying to start Steam in offline mode on my PC, but I'm getting a "Could not connect to Steam network" error, then quits the program. When I tried logging into Steam offline on my Mac, it worked. Can I only have offline mode activated on 1 computer? How do I turn it off on my Mac so my PC can access it? Thanks for the help!

I got nothing to back this up, but that sounds plausible.

Maybe log in online on your Mac, then try logging in offline on your PC? I honestly have no idea.

Where you logged on to your PC when you went off line, that might be the problem, or do you have games installed on your pc.

I believe Steam will not got into offline mode if it thinks that the computer is able to go online. Have you completely taken out the Ethernet cable?
