Import costumes / unlock alternate costumes from SFIV?

Greetings all:
 
I can't seem to figure out how to get Super to unlock alternate costumes by recognizing my SFIV save data. Is this supposed to occur automatically or is there some way to trigger it? I might be confused about this feature, but I was under the impression that if one has SFIV save data on one's system then SSFIV will reward one with some kind of bonus costumes.
 
Also, I feel silly writing this post. What's happened to my life that I'm asking such a question?

I've read these two posts but am still unclear on the matter. Is it simply that DLC costumes from SFIV transfer over?

the SF4 save unlocks COLORS (11 and 12), not alt costumes
 
the alt costumes from SF4 are in the same file as the SF4 INSTALL, so if you deleted that because you wouldnt play it anymore, you also deleted the costumes, you have to re download them

A question for clarification: If I bought alt costumes for SF4, will they be the same, then, in SSF4?
