Are their any good mmo's out there and also are their any mmo's that you dont have to pay monthly for?

There are good MMOs but most free MMOs are "freemium" which means you have to pay "microtransactions" for premium content.
 
If you want a general recommendation, WoW is as good a place as any to start. If you want to avoid both monthly fees and microtransactions, Guild Wars is your best bet.
 
And don't listen to the inevitable replies of "don't play MMOs they suck and will take away your life!" They might do that if you're not careful, but if you're interested, you should try them for yourself.

So many of these "whats a good MMO?"  threads 
The funny part is that they all have one thing in common,  the fact they don't want to pay for it.
 
Simple answer: Yes there are lots that are free
But they suck donkey balls compared to the top MMOs

You can pay a one time fee for Guild Wars, and there's still a bunch of people who play.

Guild  Wars fits your criteria the best, although there is a initial fee. You could also look into Runescape, but I wouldn't suggest it.

MMO's have fees because it can get really expensive to keep a server running. In my opinion no free MMO can ever match up to the quality of pay to play ones. So if you wanna try a good MMO go for a PTP ones, most of them (if not all) come with a free 30 day trial anyway.

The best MMOs you have to pay a fee for generally, cause well...that gives them a lot more funds to work with to make the game better. 
 
I'd recommend reading massively.com, it's an entire website devoted towards all MMO games, and they cover everything.   
 
I've played most every pay-to-play MMO out there, and a few of the free ones.  Can you tell me more about what you're looking for?  Sci-fi?  Fantasy?  Space?  Apocalyptic?
