Yes the 650m is signifiicantly better than the 630m. I'd also upgrade the CPU to the 2.6 quad.

Performance per game will vary but nothing below Medium (assuming the game is optimized properly) for anything current. Probably most things at High.

Does it have to be that laptop? I say this all the time on here but you can buy a clevo/sager for cheaper or the same price and run everything on ultra. Mine's over a year old and still does.

It would run easily on High/Ultra. The game is already a year and a half old with very low spec requirements.
