Is it true that the UK will have no net neutrality?

From what I've been seeing on this news post, a lot of people from Britain will not be seeing any net neutrality. Basically if websites don't cough up money to that ISP, then the ISP will put the website at the bottom of its priority list. Slowing down the site for their users on that ISP. Has anyone from the UK experienced this issue yet? Is this what we'll see in the US? Just questions people, not trying to scare anyone.

I wonder if this will affect Giant Bomb out there? This is something I doubt they will pay into. Not saying they're cheap. It's just something I doubt many websites will do.

If too few websites pay for the privilege of faster access, then eventually this idea will die off.
