a) Every other electronic device
b) Probably toasters

There doesn't have to be hardly anything to 'incite' an African war.

You could do a flyover with a microphone and say "There is a 50% IHOP discount today, but only for that tribe to the southeast of you!" and all the other tribes would go to the southeast village and rape and kill everything that moved.
