Reach and installing to HDD?

It depends. If Bungie handles the multiplayer map loading like they did in Halo 3, I don't think installing Reach will be a good idea. In Halo 3, the game cached small parts of the map files onto the utility partition of the 360 HDD, so that it wouldn't take as long to load the full maps at the start of every match. The problem with Halo 3 was that the game couldn't tell if you were running it off of the hard drive or off of the DVD, so if you had the game installed it had to save the map files to the utility partition from the main partition, which apparently wasn't as efficient as loading straight from the disc. We'll just have to wait and see if they fixed the problem for Reach.
Yes it will be 99% sure. The reason that it didn't work on H3 was that they actually already WERE writing some information to the hard drive while streaming maps. This made it so that when you installed to HDD, it had to write to the hard drive AND THEN read that same info from the hard drive rather than write to the HDD from the disc and read from the HDD at the same time. I'm 99% sure they said it was fixed for reach.
Bungie confirmed that they rebuilt Halo: Reach from the ground up, and that you definitely should install on HDD for a faster experience.
However if you install it and find it being slower than you'd like...then...uninstall it...you don't loose points or anything if you do.

Assuming that they will have it run as well on an install is kind of shooting in the dark. The game ran better from the disc because it ran from both disc and hard drive. I think there is an extreme possibility that it could still run better from the disc because of the partial install. Two is better than one.
