That is like why can't baked potatoes be considered french fries. They are made out of the same thing but prepared and cooked differently so they have different names.

Except hamburgers aren't made out of pork ever and beef hotdogs are made out of what's left of a cow after all the good cuts have been taken and made into ground beef or slabs of steak.
