Lucy Kuo

Origin

Lucy Kuo is a former NSA Agent who was part of the investigation of the First Sons and was in contact with both John White in Empire City and Sebastian Wolfe in New Marais. All three were working on building their case against Kessler and the First Sons. It was through John's reports that she heard news of the turmoil in Empire City and the actions of Cole MacGrath. When it was discovered that  even the U.S. Government possibly played a role in the bombing of Empire City, she and the others set out on their own to defeat Kessler.
 
After John was MIA and Kesser was defeated, New Marais was being taken over by the fanatical Joseph Bertrand. Lucy soon left for Empire City to entice Cole to join her with the promise that Wolfe could advance his powers for the Beast that was to come for him and kill millions.

Creation

Lucy Kou is a supporting character from the inFamous game franchise that was developed by Sucker Punch Productions and directed by Sean Kelly. It was sold exclusively on the Playstation 3 gaming system. Lucy's first appearance was in inFamous 2 , which was sold in the U.S. on June 7, 2011; and plays the role of Coles guide on the path of Good Karma. She is voiced by Dawn Olivieri in the English production and by Kotono Mitsuishi for the Japanese edition.
 

Character Evolution

At the start of the game she is a very by the numbers agent who guides Cole in the task of finding Wolfe to advance his powers. After the death of Wolfe in the car accident, she is abducted and experimented on by Bertrand. She is later discovered to be a Conduit. Her powers had been activated forcefully and Bertrand used a special device to transfer her ice-based powers onto a small army he had created. It was a slow torture that traumatized her. After some training with Cole, she became his ally. After she gains her powers, she changes from her suit to new clothes and her hair is a dark blue. Ironically, Lucy and Nix clash like fire and ice throughout the story.

Since Lucy is the character that follows the Good Karma path, much of her reaction to the lead character is dependent on both your Karma levels and some key decisions in the game's progression. Though, this can be drastically altered by the final karma choice made in the game. In a surprise twist, if you choose to save humanity. She will oppose you initially and try to stop you, but repents and tearfully accepts her fate as Cole sacrifices himself to save humanity. If you choose the evil path, Lucy remains by your side as Cole takes over the world with his new powers. Despite either end choice made, Kuo sides with Cole in the end.

Major Story Arcs

When Lucy arrived to meet Cole, he was initially cagy around her. She believed this was because he was still in mourning for his lost girlfriend Trish Daily, who had been killed by Kessler.  His interest was peeked by the possibility of new powers. They were able to escape from Empire City by boat but not before the Beast arrived. Could tried to fight but failed. They traveled down the East Coast of the United States until the reached New Marais. Only when they reached the island did she tell him how the city had been overrun by the militia of Bertrand.
 
Soon after Cole had met Wolfe, he was abducted. Lucy investigated where Wolfe was being hidden and eventually found him. Cole distracted the militia while Lucy stole a truck and got Wolfe out. Just as they were escaping, a semi-truck of the militia rammed them. Cole was injured, Wolfe was dead, and Lucy was taken captive. In a hidden base of Bretrand, he activated her Conduit powers and slowly tortured her as he transferred her powers onto thousands of South African soldiers with the intent to sell them and start a race war of humans against Conduits. She was eventually rescued by Cole, but he had also activated Bretrand's ice powered army. Her own powers hadn't manifested yet, and she had to walk to the getaway truck as Cole covered her.
 

Once she was safe she was able to rest but woke up with her own ice powers. With this biological change, she also changed her appearance by getting some new clothes and even her hair was now a dark blue. Cole found her in the cemetery of the northern island. He tried to relate to her but she told him it was different. She told him that what happened to him was fast but she was slowly tormented. When she tried to touch Cole's face, she accidentally froze his flesh, causing great pain. She needed to try to get control of her powers the same way he learned, by practice. The two teamed up to battle militia soldiers and discovered that they could instantly freeze people by combining powers.
 

Good Karma Path

After Cole rescued the daughter of one of New Marais opposition leaders against Bretrand, the chance to gain a number of allies presented itself. Kuo's idea was to give his group medicine that they would steal from the militia. Nix's idea was for her to dress up as a militia member to go on a killing spree to enrage the the people against Bretrand. Cole choice her idea. When they arrived with the medicine, they realized they had been followed and had to fight of the militia with Cole. This had earned the support of these humans and they united to attack the estate. They were able to take over the base and found the device Bretrand had used on her to transfer her powers to his conduit army. Rather than destroy the machine the way she wanted, Cole talked her into swapping their powers and becoming stronger. They strapped themselves in and activated it. The machine exploded soon after using it. While Cole received some of her powers, she got none of his electric abilities.

Evil Karma Path

 

Final Choice (Good)

After Cole absorbed the final Blast Core, he told Lucy and the others that the Beast was actually John White. He showed him that he could cure the plague of those with the conduit gene but humanity would die. Cole tried to activate the RFI but both Kuo and Nix collapsed as it powered up. She could feel that she was dying and would have if Zeke hadn't knocked it from Cole's hands. She had no idea that Wolfe had been setting Cole and everyone with the Conduit gene to die if the RFI was ever activated. He then had too make a choice. Even Cole was surprised that Kuo chose to side with White, though she knew it wasn't pretty. Despite her urging, Cole sided with Nix who just wanted the Beast dead for killing off the creatures she had adopted as her family.
 

Kuo sided with White and tried to stop Cole from charging the RFI and attack. She was defeated and left behind. He was able to eventually fully charge the RFI and defeated John with his amped powers. Kuo showed up at the cathedral but not to stop him. Crying and scared, she apologized. She was just afraid to die and in her weakness she wanted to live. Knowing it was the right choice, she wanted him to use it. Cole understood and told her he was scared too. He then charged the RFI to full power and activated it. This ended the lives of Cole, Lucy, John, and every other Conduit or potential Conduit in the world, but it ended the plague and saved humanity.

Final Choice (Evil)

Kuo later joined Cole in his meeting with John. He was surprised to see her but glad. Zeke and the rest of the humans made an attempt to stop them by shutting the power down in the whole city. Kuo went looking for Zeke, and John used his powers to boost Cole's. The humans and the militia all banded together to oppose their goal. When Nix appeared, she was using the modified RFI as a beam to fire at John. Kuo guarded John in Cole's place so he could stop her from interfering. After Nix was dead, Kuo arrived to see Cole had killed Zeke and he soon crushed the RFI. John had become reluctant and couldn't bring himself to kill anymore. Instead, he gave his life and transferred all his powers to Cole. Kuo remained by Cole's side as he activated his powers and created more conduits, killing countless humans. They marched across the coast with their new army of super humans to take on the world.

Powers and Abilities

Ice Powers

Lucy has Ice based powers, but they differ to those the Ice Army Bretrand had made and the powers Cole receives if he chooses her powers over Nix. Lucy has a flight ability that caused her to evaporate into a mist and reappear a distance away. She can fire a rapid fire cold blasts, similar to Cole. She can combine powers with Cole by holding an enemy in place. If Cole fires on those targets, they will be instantly defeated when enveloped in ice.
 
In the final battle, Kuo does display some of the same abilities found in some of the Ice Army members. Two of those powers are the creation of a giant ice pillar and firing a focused beam in this position.
