So it is confirmed!

Nolan North DID, in fact, do the voice for Penguin in Batman; Arkham City.

And, just like Brad said, he is master of his crafts.

Kinda disappointed he didn't mention Ezio but oh well, he is probably doing it as a promotion of Uncharted 3 so can't blame him lol
