Lancers have special armor that is resistant to explosions. That is why they are resistant to grenades, mortars, etc. If you snipe that guy, he would've been gone.
Also, when you are crouched behind sandbags (in cover) your status prevents head shots.
The rules are consistent for your army and the enemy. This in simply how the game works.
