I have it working with fullscreen, high frame rate, in game videos + cd audio off the hard drive on Windows 8.1.

I used DDrawCompat for the first 3 https://github.com/narzoul/DDrawCompat/releases. Installation was as easy as copying the ddraw.dll to the root of my game install.

CD audio worked for me straight off the bat, however the music didn't loop correctly. I ripped my CD to the hard drive and used _inmm.dll to play it http://www.geocities.co.jp/Playtown-Domino/8282/. _inmm.dll also supports playing music from the CD if you're feeling nostalgic, however you will have to download some additional stuff to get that to work. All audio queues were correct and looped properly.

Video of the result https://www.youtube.com/watch?v=IzRqo82uOLc (couldn't record fullscreen)

I'd definitely buy one at launch. I'm a weird person, I like PC games such as Half-Life, UT 2004, etc... as well as game modding & openness, however I also prefer to play games on consoles due to the care-free simplicity, ease of play & good controller support for most games. That's why I love my modded Original Xbox, it functions like a PC & has tonnes of PC ports such as Half-Life 2, Doom 3 & Dues Ex: Invisible War. I also do not have a good gaming PC.

I think the Steam Box could appeal to both PC Gamers who are looking to get a new PC & Console Gamers; as an alternative to Xbox 1/PS4/WiiU. It doesn't have any "Steam Machine Exclusive" games, but it does have PC exclusive games, & many console gamers do not have a good gaming PC.
