It's racist if you think Dan is saying "Haha, Asian names can be funny" and not "Haha, the word 'dong' is funny." It'd be just as funny if there was a superhero called Dongman who used bells as a gimmick. If it's still just as funny without any racial stuff, it's not racist.
In this context it is an Asian name and not Dongman.
