Street Fighter V is kind of a weird game to put stars to and have it feel right because if you're not interested in the multiplayer content the game is like 2/5 max, and if you're not interested in single player content the game is a whole lot better.
However, I think for the casual fan who hears that there's a new Street Fighter game and might be interested in checking it out without really knowing much about the game, I think the 3/5 rating does a good job of setting expectations.
I haven't encountered a single issue with slowdown or crashes yet, but my computer can run pretty much every game on max setting at 60fps so I realize I might be the exception. A lot of the visual glitches are very unfortunate because they were also in X-COM EU, like the action cam missing most of the action.
Here's something that wasn't really touched upon in the review: Steam Workshop support means it's very easy to download a mod that cuts out the weird pauses after every action. The one I use is called Stop Wasting My Time.
