AUDIO - Subtitles are the visual representation of the audio, so it makes sense to put in here. DVDs and Blu-Rays usually lump audio stream & subtitles into the same menu. If a game has a slider for 'Dialog Volume', then definitely in here.
VIDEO / DISPLAY- Subtitles are visual, and are displayed on the screen, so it also makes sense to go here. Video usually holds such things as brightness & safe frame adjustment. Possibly subtitles. I think of Graphics is typically a sub menu of Video for the nitty gritty settings like resolution, AA, texture resolution, shadow resolution, etc...
Sub note - What makes more sense as a menu title - Video or Display?
GAMEPLAY - Sometimes holds things like being able to turn on/off HUD elements so it could go here as well. Could act as sort of a 'default' if it doesn't belong in either of the other 2.
