I think it might just be that a patch was rolled out and started downloading therefore the game wont start (or have any old exe files). Steam is apparently under heavy-load from the holiday sales they're having so it all makes sense. Except for the part where Steam hasn't released the game for sale on their own site.
Edit: Running With Scissors store is now selling Steam keys.
Just a heads up, because the game isn't actually out on Steam people are reporting that their EXEs have been deleted and are currently trying to download a 57MB patch that never starts. I believe no matter where you download it from it requires activation on Steam so be careful.
The Steam issue was supposed to be resolved earlier but I don't know whats up now. But what works is that you can buy the game off Direct2Drive or Gamefly and it will give you your serial key that you can actually use in Steam to redeem the game.
