What do XBox One Privacy Concerns Mean for Region Locking?

We learnt recently the Xbox One will continue in the widely adopted practice of regional locks.

Shortly after this news the German federal commissioner for Data Protection and Freedom of Information expressed concerns about the console.

I've been wondering if we could conceivably come to a situation where a large number of countries in one region enforce strict limitations on the capabilities of the One due to privacy law.

Could this lead to a scenario in which Microsoft would choose to block a highly-rated game that makes extensive and innovative use of the Kinnect 2 features, as enough countries in that region would count it as an unacceptable and intrusive violation of privacy law. Do they have enough fine control to launch it in specific countries in that region where it was legally acceptable, or would it have to be blocked for the entire region.

If there was strong enough limitation on the console on a legal basis, would this lead to different versions of the consoles OS per region or country to comply with privacy law requirements, or would the whole OS be brought to match the lowest common denominator globally?
