This is just my 5E-player brain going too hard, probably, but I'm wondering if that part when Vinny thought he had an extra Bonus Action but couldn't do what he wanted with it was because it wasn't a true Bonus Action, but the Level 2 Rogue Ability known as "Cunning Action."
It's not super-important, and it's just my "I wanna help with rules!" tendencies I have as a DM running rampant, but I just want to help Vinny avoid any potential future frustration or confusion.
I also could be wrong and full of shit, I haven't played BG3 yet sadly.
Edit: Looks like Larian's implementation of the Thief subclass's "Fast Hands" is what grants the second bonus action. On the table, in standard 5E rules, this just (along with Cunning Action) simply expands the options of what a Rogue can do with their Bonus Action. An interesting adaptation for the game! Cannot wait to play this.
