Overview
The Forecaster is a child who resides under the overpass in the 188 Trading Post. The Forecaster has psychic abilities and will tell you his thoughts on "Here," "Everywhere," and "You" for a small payment of 100 caps. The Forecaster is wearing a non usable item called the Psychic Nullifier which can not be pick pocketed. The Forecaster claims that the Psychic Nullifier is his "medicine," used to help him stop thinking too much. If The Forecaster were to take off his Psychic Nullifier,he would suffer unbearable amounts of pain, and many of his collected thoughts would be burbled out. The Forecaster has a small collection of pre-war junk by him,which he states is other people's thoughts that people had to think to create.
