Tropico 3 developed by Haeminont Games and published by Kalypso Media gives you these choices and many, many more. When starting, one gets to choose between a campaign, a sandbox, or challenge (multiplayer) mode. After playing for quite a few hours, I realized: “Hey, I’m really bad at this, ” and Juanito (your own radio DJ) does not make this any easier. So I went to the sandbox mode which allows one to choose a lot of specific characteristics such as rebel attacks, events, island size, etc. After that, you choose your political leader/dictator/humanitarian or you create your own.
The gameplay is as one would expect from any city-builder game. Its not too difficult to play either, but the campaign can get really frustrating.
This game does deliver on details and graphical quality. Your Tropico is BEAUTIFUL and just looking around is amazing. The farms diversity looks great, and watching Pedro Juan gun down a helpless Tropican that you just did not like anymore is fun in a cruel way.
Although I have not yet bought Absolute Power I am sure it only adds to the countless hours of fun one can have in this game.
Pros:

* Nationalist/Communist Parties for the Win
* Juanito (he’s just too funny)
* Its an easy to use, difficult to master city-builder
Cons:
* Repetitive and Redundant at start
* Economic Collapses is probable
* Does require a strong computer to play
* Makes you wish you were on a Tropical Island
