Yo i just got one from my friend but i have 2 friends that really want the game if you guys really don't want them i can take them and give it to my friends

The coupons were given out since they just added the ability to create and play co-op levels in the level editor. Everyone who owns the game got one to get more people playing co-op.

As for them not being giftable, they're inventory items. You just right click the person you want to give it to on your friend's list, hit "invite to trade" and drag the item from your inventory into the trade field and hit accept. Then with the coupon in their inventory, they add the game to their cart just like they were buying it normally and it should automatically apply the discount. You could also do it yourself. Whoever has the coupon on them gets the discount so you could buy the game and gift it to them too by hitting "purchase for a friend" at checkout.

Valve have updated the Chamber Editor so it can now make multiplayer chambers. But lets face it, it's really so you can give it to people who preferably don't have Steam installed yet. It's a clever way of attracting new customers, like when portal 1 was free for a week.

I'm fairly certain that all of the 75% off coupons expired at the end of September 2012. Valve games are always going on sale, so keep checking the Steam Store and you should be able to snag Portal 2 for $10 or wait for the Summer Sale and get it even cheaper.
