Just change them. You mentioned SOCOM: Confrontation, and I know for a fact that you could make Up on the D-Pad jump if you really wanted too. Not so sure about Resistance, but I've done it on Resistance 2 as well.
As for actually playing online, I've had no problems. A lot of people seem to moan and groan about playing the PS3 online, and in the several dozen hours I've played SOCOM, Resistance 2 and STHD, it's been as good as Live.
Your last paragraph in the OP totally lost me. What are you trying to say? That they need to redesign their online capability? I don't think that takes a complete console redesign, especially in the age of updates and installs (speaking only of the PS3).
