You can generally get a solid 60fps at 4k with a 1080Ti, but you'll probably have to tinker with the settings on newer, graphically dense, or poorly optimized games. It doesn't just utterly crush 4k as well as one might hope. I'm pretty happy with mine, yet I can't help but wish it had just a little more kick at 4k. If you're willing to wait it might be worthwhile to do so. I don't know anything about the next generation of cards. Based on my experience with the 1080Ti, I can't see a 1080 or 1070Ti handling 4k all that well.

Little build with a Raspberry Pi 3 Model B. Works fine for its intended use. Those controllers suck terribly but they were cheap. Haven't tried any PS1 games, but people seem to say the RP3 can manage it. N64 is possible though glitchier and less well emulated compared to earlier generations. I am curious about using a more powerful board like an ODROID or something in that vein. I didn't go that route since the process becomes more complicated whereas RetroPie practically runs itself on a Raspberry Pi. Incredibly easy to set up.

Might depend on the game and situation, but most of the time I'd move and deal with the immediate threat while keeping the original target in mind unless I'm really confident I can take the original target down in time to deal with the new threat. Don't play shooters online much anymore, but that tactic was the general rule.

Your list is solid and diverse, but I'm sad that you left Final Fantasy VIII off of it. I'd honestly toss VII or IX to put it on there.

I personally think you should play Chrono Trigger however you can (wink wink).

If you're gonna buy from steam I'd recommend Final Fantasy IX, Final Fantasy VI, or my personal favorite Valkyria Chronicles. Although it's closer to XCOM than a traditional JRPG.

Seiken Densetsu 3 is also a good game to check out if you can. (wink wink)

I'll pile on the Legend of Heroes: Trails in the Sky/Cold Steel train. Solid series. Can't really think of anything that hasn't been mentioned other than stuff you can't play on a PC (without an emulator, at least).
