    Split/Second is an arcade racing game by developer Black Rock Studio. The game takes place in a made-for-TV city designed for destruction.

    I know why Split/Second is locked at 30 fps.

    It's a timing specific game and there's multiplayer to consider.  It's got little to do with 'making it like a movie'.

    Movies are frequently presented at 24fps.  It's at 30fps, because X360/PS3 are aging.  On a PC, it can be 0fps if you get the settings and hardware combination "right."

    Movies are in 24fps because thats the rate at which your eye cant differentiate singular pictures. Games normally run in fixed 30fps because it grants for an overall smoother experience if otherwise there would be drops in framerate. Especially for a racing game this is key.

    Movies are at 24fps because cameras were able to record at 24 frames/sec in the 40s and it was a technical marvel then.  It stuck because there was a whole recording, developing, editing and projection industry built around that standard target.  Movies are not always projected or recorded (and definitely rarely edited) @ 24 frames/second these days as cinemas are no longer celluloid but often digital light projection (DLP) based.
