Biography
Werner Maxwell is the long lost father of Virginia Maxwell. He taught her how to use his ARMs and vanished soon after into the wasteland. When Virginia finally decides to venture out on her own she makes it her mission to find him.
Werner also took Jet Enduro under his wing at some point during his travels and taught him how to survive life in the wastelands.
Revelations about Werner come to light later in the game that reveal he was once a member of the Council of Seven, a group of scientists who dedicated their lives to restoring Filgaia, and was pivotal in the creation of Yggdrasil Tower. He was despised by fellow council member Leehalt Alcaste for overshadowing him and marrying the woman he loved Ekatrina. Ekatrina's life was unfortunately cut short soon after giving birth to their daughter due to the destruction of the Yggdrasil project.
