Alex was born and raised in Brooklyn, New York. Like most SF3 characters, not much is known about him besides his intentions. Apparently the last boss of the game (and sponsor of the tournament), Gill, seriously injured his mentor Tom. Alex enters the tournament in hopes of getting revenge. According to canon, Alex won every match and even managed to defeat Gill, but did not get a chance to kill him, which is not what Tom wanted anyway. When Alex returns home he finds Tom fully recovered and devotes his life to challenging the best fighters in the world (similar to Ryu's ending in just about every game). Alex is the main protaganist of the Street Fighter III run of games, and was supposed to be the "new Ryu." His ending in Third Strike even hints at a rivalry between the two. However, Alex did not appear in Street Fighter IV.
Alex is quite the weird mash-up of a character in the Street Fighter series. Even though he is an extremely powerful grappling character with a nice sized health bar, he is rather fast. But on the downside he lacks a good number of combos and ways to switch up his offense. Once an experienced Alex player picks up steam, he can become quite the savage.
Like any grappler, Alex is best used in close quarters to his opponent, keeping the pressure on till an opening for some high powered throws presents itself. His ex moves and main command throw ( the Powerbomb) are the bread and butter of Alex's arsenal. The Slash Elbow is an integral component to his footsie game, enabling Alex to cover a lot of ground quickly and also play mind games with the adversary. The biggest issue one will come across however as an Alex player is the same for all the command throw users in fighting games. Staying in close range to pull of some of the devastating command throws. You will have to work at keeping the pressure on with Slash Elbows and Stomps and punish when the opportunity arises.
The main super art of choice for any high-end Alex player is going to be the Boomerang Raid, for it provides three super bars to use for his much needed ex special moves. Also it is the only super art that can be combo'd into.

Quarter-Circle Forward Punch (ex is possible) - Alex does a quick knife-edge chop to his opponent. Depending on the strength of the button pressed, the opponent will either take damage or be turned around in a short stun, vulnerable to a throw.Slash Elbow
Charge back, foward, Punch (ex possible) - Alex does a quick rush towards his opponent, checking them with the point of his elbow. Mainly used to pursue the other player.Air Knee Smash
Forward, Down, Down-Forward, Kick (ex possible) - An anti-air only move, Alex jumps into the air with his knee stretched out. If the move connects, Alex slams the opponent to the ground with his knee in their crotch.Stomp
Charge down, up, Kick (ex possible) - Alex leaps up and comes directly down with both feet stomping the opponents head. Mainly used for an overhead techniques.Powerbomb
Half-circle back, Punch - Just as the name says, Alex performs a simple yet effective jumping powerbomb, slamming the opponent to the ground. If it hits the opponent from behind, it turns into the backdrop.
Swinging DDT
Half-Circle back, Kick - Again, the name speaks for itself. Alex leaps towards the opponent and performs a tornado DDT maneuver. Can be ducked, but not blocked.

360 spin, Punch - Alex executes multiple suplexes in a row, followed by a huge powerbomb.Boomerang Raid
Quarter-Circle Forward x2, Punch - A very quick super. Alex unleashes a barrage of elbows and chops followed by a suplex.Stun Gun Headbutt
Quarter-Circle Forward x2, Punch - Another name that speaks for itself; Alex jumps towards his opponent, lands, grabs them and headbutts multiple times, leaving the opponent in a dizzied state.
