    So, I've got back to the steel mill to go kick some Joker ass. Found Harley all tied up and she told me about the freeze grenades. I go down to the boiler room to get them and now....

    I'm stuck. Can't believe I'm not finding the way outta here. I've been trying to move the elevator up and down to give me a path back up the elevator shaft... but I'm having zero luck. What am I missing?

    You're just supposed to shoot the REC at the electrical switches on the elevator to get back up. R1 moves it one way and R2 moves it the opposite way (on the ps3).
