    Never got one that high and not since week 1. PvE servers (Redemption & Justice anyway) seem to never get above Medium pop lately when I log in after 8 PM.

    Usually with MMOs during the first couple/few weeks after release, the server limits are inflated for the mass of people that are going to try the game.  After the first couple weeks, the server limits are lowered down to what might more accurately reflect the server pop after those who just wanted to try it out have already gone. 
     
    That's probably what happened here.  They'll end up adjusting as needed.
