Mostly for apparently being an amnesiac. Why is he freaked out about Diablo? Wasn't he there for the event's of the last game? For that matter, does the game ever seriously address why Diablo isn't deader than dead? What with taking his soulstone to mount doom or whatever. I dunno. So far it seems like the game is ignoring Diablo 2 to avoid having to do any significantly different situation writing, which seems inexcusable for a game so long in development....Is this just for the opening bits? I realize that the story isn't supposed to be the point but it's really bugging me. As a side note, I just rescued the mysterious stranger and had his identity immediately confirmed by the fact that they didn't bother to be coy about the character achievements. Something everything else in the entire world has figured out.

Just started playing, and I want to throttle Cain
Rest assured, it does not ignore Diablo 2 at all. Especially the stranger will adress what happened, various times.
For that matter, how old is that fucker? He was old in the last game, and wasn't there a time skip? I still suspect his mind is going, given his ability to be surprised and melodramatic about every monster in the log DESPITE having been there for the last game.
Cain freak out about the prohecy and the fallen star, the prophecy basically blabbers about the end times how shit is going down and omg everyone is going to be fucked. Diablo is barely mantioned. And is definately not the cause of the freak out.
Also yes big D's death is addressed further on.
It is also addresed by overall universe lore is in what happens to evils when they get "killed", which can be looked up on the wiki.

Diablo 2 is in no way ignored.

They explain it about as well as they explained it in Diablo 2- although admittedly with less to work from the last game. The explanation might piss you off more though.
And yes, they address the last game a lot.
Also, if you're a diablo fan all the "twists" in the game are obvious from the get. Just focus on what you came for, the game play. Ignore the rest if you don't like it haha
I will say, though, they focused way more heavily on story in this one then before. It's weird imo.

Just beat the game last night and I really liked everything they did. I was def shocked at some of the stuff that happened int he game and felt they pushed the story forward instead of being scared of upsetting fans who hate change.

I believe it is mentioned that "it's been 20 years since the Wanderer passed Tristram" or something like that. Not sure if that part was about the first game or the second (which weren't far apart) but dude is OLD! :)
Btw, I think he simply talks too much in this game. And too slowly. Really does feel like an old person.
