Don't just look at the reviewer, look at the game that he reviewed.
That review made people go nuts. For example, this got made:

@AhmadMetallic: I am just assuming here, but don't you live near/around Middle East? The internet connections here are shared, so you don't really have 8mb, you are sharing it with another 3 or 4 people. That's why the download speeds go up by alot around mid-night to morning.
That's from my experience anyway, and if you are on the 'streaming' option, you should probably change to 'progressive', pause it for a minute, let it buffer some, and then continue watching.

8 bits (b) to 1 byte (B). So if you have 8 Mb/s you have 1 MB/s roughly (as Management said). So someone with a 2 Mb/s (2 megabits per second) can download at only 250 kB/s (kilobytes per second). ---These being ideal conditions, not factoring in any additional latency (not real world).
So yeah that's exactly right.
Now you have a 8 Mb/s line you said and you're getting 600 kB/s.....Your optimal speed would be 1 MB/s....Depending on what type of internet you have (I'm honestly not familiar with ISPs outside the US) your speed can be affected. I have Cable and they advertise my plan at 25 Mbps, but I won't see that speed unless it's like 3am. I usually see closer to 5-10 Mbps.
You're losing 400 kB/s to overhead somewhere, someway. Crappy modem? Crappy Router? Crappy wiring to your house or somewhere in the ISPs infrastructure. The majority of the time if you call them and they ping their own servers, which doesn't give you the speed your getting at your house....
Honestly, though, anything 5Mbps or faster should handle streaming video fine (this being anecdotal and not necessarily backed up by any hard fact). I would your latency, or ping (http://pingtest.net/). Or try to track down another modem and try that out without a router in between.
I laughed because they used 8.8. I was not really on the internet so much then, but I can certainly appreciate it now.
i remember the shit storm that review created, gotta say in hindsight i thought it was generous, that series hasn't evolved since OoT
