He's not talking about resolution and refresh speed standards, he's talking about region locking on his Wii.

Go there and search for Bannerbomb. Do what it says.
Then get Homebrew Channel from WiiBrew as well, and using Homebrew Channel (or one of the programs from WiiBrew) you can get a region free wii.
I havent tested the region free part myself (dont own or so far want any non-uk Wii games) but they are supposed to work. Bannerbomb works awesomely though :)
Though im not sure how the wii will handly the video output (since its NTSC not Pal).
