I was wondering this today. Who exactly decides what games come to Xbox Live Arcade? How does the process happen? 

When Streets of Rage 2 was able to download, I rejoiced. But what about other awesome games? Who says what? Is there any feedback from the public? Is there a chance they would take notice of what the public want when it comes to old games? Or is it some Microsoft middle management type sitting on a throne cackling "Ha ha! Fools! They all want Road Rash! Well, I'll give them Frogger 2!".

For XBLA it'll be be a joint decision between the developer of the game and microsoft. Although XNA games the community peer's decide, which could lead to allot of cool stuff appearing on XBLM.
