Billy Talent is up there,however i wouldnt say best...

@neozeke: Rites of Spring is not a punk band and Husker Du was formed in 1979 (even though most of their work was done in the 80s the topic creator specifically asked for bands formed 1980-present).....both are great bands though.

@Unknown_Pleasures: Not trying to sound like a punk douche kid, but Rites of Spring started the emotional hardcore movement (Emocore for short) which was still contained in the D.C. Hardcore scene. You could make the argument that they're Post-Hardcore but at that point you might as well be splitting hairs. 
 
But, if you were to discount Rites and Husker Du, the correct answer for best punk band formed after 1970 would be

The Replacements were technically formed in 79 and may not be considered punk by everyone, but the answer is The Replacements.
 
Fugazi is also a great answer. Runners-up include Toys That Kill and Dillinger Four.

Oh yeah! I forgot about Fugazi! They did some pretty great songs!
 
Also, I don't really think they're punk but, I kind of like Green Day *hides in corner*.
