I did not like GTAIV, i mean the shooting and everything were fine but it just wasnt chaotic enough for me.

Not particularly, just more of the same. New weapons and vehicles, characters, missions etc. But still pretty much the same.

I liked GTA4 but didnt really like this sooo maybe?

Yeah, Saints Row 2 sounds like the thing your looking after. I loved both GTA IV, and both DLC packs, and yeah, they were more chaotic mission-wise, and somewhat story-wise, so if you see them cheap, just buy them.

If you want pointless, boring gimmicks, then Ballad of Gay Tony is for you. Otherwise, no. Stick to Just Cause 2.

I just recommended you this game in another thread you made. I don't know, I haven't bought it on steam yet to know the difference, however it's probally more of the same.

The episodes weren't as good as GTA:IV, so probably not. Besides, the mechanics don't hold up to todays standards.

if you're looking for more chaos, go for saint's row 2. seriously, i love that game.  
 
though gay tony does look like more of the same but less serious (which is a good thing somewhat) 

Depends.
Weapons-wise, TBoGT owned it.
Fun-wise, TBoGT owned it.
Missions-wise, they're the typical GTA stuff
Side-missions-wise, again, TBoGT owned it.
 
If you're looking for 100% pure chaos, I have to agree with JJ, go for Saints Row 2.

Yes you will love the expansions if you're looking for more chaos in Liberty City, there are a ton of awesome explosives in the DLCs

I didn't like GTA4, Saint's Row 2 was great though. GTA4 looked better though.

TBOGT is over the top. So I think that would be right up your alley.
