So I fight through sublevel 8 and get to the hatch that is supposed to open down to Sublevel 9 where Dare is. But the console on the side of the hatch is still disabled (Screen is red and no option to open hatch). I also realised the NPC officer that was fighting with me isn't there anymore .. but I just assumed he died while fighting. Anyone else been facing this glitch ? Reloading the save didn't help either .. so I might have to replay the mission all over again !! :(

I forget if there is anything you need to do, but I specifically remember that the NPC died after I went into sublevel 9. The hatch closed and screamed bloody murder. I might be wrong but you may need him to open the doors.

Yeah .. I saw a couple of video walkthroughs .. looks like the NPC is supposed to be still alive and well !! I guess the game glitched somehow. I tried searching on google if anyone else had this problem .. but right now .. it looks like it's just me. Maybe I'll restart the mission .. see what happens. Thanks Feser !

You might have to restart the entire level all over again.  If you can do that.
