It's just me, right? Happened when got across the bridge to Seattle and I'm fighting the first D.U.P. forces. If I go inside (like in a tunnel) it goes away.

Nope, it hasn't happened to me, though I don't think it's rain, it's gusts of wind... Or, something else.

@ntm: That's definitely not wind. His rain is certainly glitched.

@awesomeusername: Perhaps, though I've only seen wind which looked very similar as you go on top of the Space Needle. I'm not saying it's not glitched, that wasn't my point.

@ntm: I don't remember anything on the space needle besides blasting fools. Either way, OP needs to get a new disc or call Sony if he has it digital.

Disc version. No other game does anything weird. I just tried the disc on a friend's PS4 and it doesn't do it, so time to call Sony. How long is the warranty on the console?

I'm guessing I get to spend hours with "did you try reformatting your hard drive?" stuff now.
