Police are paid protectors who enforce the law through legal use of force. They are supposed to help ensure public safety and social order. Their motto is to protect and to serve.
You don't necessarily need superpowers in order to be a superhero. Training, gadgets and a good amount of wit may be all you need as an excuse to wear tights and a cape. The same also applies to supervillians.
Weapons can often be upgraded with new attachments, augmentations, or magical enchantments. These upgrades result in the original item being more powerful than originally intended.
