Overview
Dr. Max Lao is an operative of Newton City's CEL division and one of Technobabylon's three main playable characters. Her first appearance is in Part 2 ("10"): Suicide City, though she doesn't become a playable character until Part 5 ("101"): Germination. She accompanies Dr. Charlie Regis on CEL assignments, being the more tech-savvy of the two. While they disagree often, especially regarding the integrity of the sophisticated city-governing AI, "Central", that they both work for, it's evident that she has a great deal of respect for her ornery companion and supports him as his friend and work partner.
If the player reads her emails, it becomes apparent that she is estranged from her family and not eager to reconnect due to some past slight that forced her to leave them. She also held a criminal record as a black hat hacker before joining CEL, choosing to enlist rather than serve time after being caught. She eventually reveals to Dr. Regis that she is a trans woman who transitioned at some point between graduating university and joining CEL, when she deliberately lets slip that she attended a prestigious all-boys school.
