Why did it take so long for them to react to those people being shot? If it were real soldiers once they saw that gun they would've taken action, not just sit there, watch those people get shot, then watch as they start shooting at you.

Actually, from what I understand, soldiers (US ones, at least) aren't actually allowed to engage until fired upon, or something stupid like that.

They could at least take cover, or get out and aim their weapons or something!
@Adziboy: They have to somehow punish you for killing civilians. Why would they put them in there if killing them had no restrictions and therefor added no new element to the gameplay?

Yeah, I can see why, but it's annoying - some times you need some target practice ;)
