In Metal Gear Solid 3, Khrushchev chastises US President Lyndon Johnson for the botched Virtuous Mission, which then causes Johnson to order Snake back to the Soviet Union in an attempt to stop Soviet retaliation.  
 
He was voiced by David A. Thomas.
