    I was trying to look for a game to play co-op for PC. Specifically, I would want something RPG elements. I was thinking Titan Quest but I don't know how the online works with that. Under 20 dollars is what I'm looking for.

    TQ is still a good game and I've never had any problems finding a game online.  The gold edition was $20 on steam last I looked.

    The demo on steam for TQ doesn't open up for me.  How does the co-op work? Is it with random people, or could I send an invite to someone on my Steam friends list and thats it?

    You can set up a custom game and password it then invite your friends or you can jump into a game with randoms.  Up to you.

    Bionic Commando Rearmed as a second vote (has local co-op).  
    Trine is fun too. 
     
    But for regular  network coop, i'd dive head first into RTS's like Starcraft 2 coming out in a couple days.

    If you want LOCAL co-op you should get lord of the rings return of the king. It's fun to play with a bud but one of you needs a gamepad and one will use the keyboard, or two game pads.

    Dawn of War II has a pretty fun co-op campaign, with a bit of RPG elements like upgrading your hero/squad with different weapons and skills. There's also a mode called "Last Stand" that you can play with 2 of your buds.
