The Pokémon franchise has spawned numerous titles and spin-offs, spanning several generations of games and has an animated series that spans many seasons.
Nintendo doesn't ever really throw Pokemon in with it's big lineups. It's got such a huge following in Japan (what with a whole show devoted to it on TV) that announcements usually come out on a separate channel than all the other stuff.
Wow, I totally forgot about that. It'll be out before E3 next year, too. Curious. That would have been a major DS game to show, of which they were lacking.

If they spent enough time developing it (I have no idea how far they've gone with the idea) then they'll probably shove it into a game in the future to justify the money they've spent.

I don't think they ever have (not for a long time, at least), but they usually hold their own press event at arround the same time, so from an outsiders perspective it usually seems like they're there.
