Yep, it's definitely a 4-star game. The content itself is very good, but the interface is pretty clunky - even if it is intentional.

Re: the whole art games being recent thing around the 2 hour mark: I'm not so sure that's the case.
But yeah, it's important.
The whole art games thing seems like it goes back at least as far as 1983. Interestingly, EA was founded with the goal of, well, creating electronic art. This is from the back cover of one of EA's earliest games, Worms?:
