 Or we could just freeze them, to death or something, not cryogenically. Just have like gigantic freezers inside of prisons, and that's where they are stored. Even if they die, they will be frozen, and we can tell the public they aren't dead, and use a technicality.

 Or you can just wipe their memory and give them a fake memories and what-not, and then force them into some sort of job that benefits the community.

  Instead of killing them, why not just freeze them or suspend them in time indefinitely. We wouldn't have to pay to support them, and we could make it so that they have absolutely no hope of every coming back, but technically they aren't dead. What are your thoughts on this idea?
