Gaming culture in China is vastly different than say, in the United States. PC games and handhelds are the dominant force. There is little interest in consoles seeing as how they require a bunch of peripherals (controllers and such) when a computer is good enough for gaming at home and a handheld for on the go.  I don't know the validity of consoles being banned, but I do know my cousin owns a Wii and 360 and there are plenty of shops that sell accessories.

As for @  PNut_Buttr_Panda I don't know what kind of hilarious paranoid propaganda you've been reading. But please, stop spreading such horrid hyperboles. I'm not going to say China is a perfect nation, politically, economically, or socially, but its a developing and changing nation. Like most nations, there are areas that are more developed and advanced, along with areas that lack modernization. Go to China, spend a month there travelling from place to place to get some actual experience of the country before spewing out your bile. "
Here here, Don't bash a country you know little about.

Sometime between 1994 - 1996 there was a racing game on the PC that featured Cars Planes and Hovercraft. it was very similar to Micro machines but in full 3D. it was unique because it could be played up to 4 player split screen. I am at a loss as to what it was called and I am looking to re-live the game with some buddies.

Any ideas? I will post more info as I remember it

Wow I was 14 when this came out, I remember getting it for Christmas here in the UK at the time I didn't realise how much of a classic it would turn into, Half Life 2 just turned 4 years old already. I remember booking a week off work to play it all the way through
