Final Bosses should only be included if they are good/necessary. Some story based games don't necessarily need a final boss to provide climax to the game, usually a twist within a cut scene provides that.  
 
However some RPG's usually have a final boss, FF13 comes to mind, in fact that boss had 3 forms at the end.
