They're not any more essential to the cast as any other of the fighters. They are simply annoying, as scrub players and as CPU players. A character that is easy to learn should not be overpowered or overskilled, else the novice players won't change to other characters. "
They are easily more essential than some of the other characters.
In SF3 for example, they were the only two world warriors put in, and that was due to popular demand that formed following the announcement that none of the original were to be put in.
